Per case. The impartiality filter in front of the unit, without a report or recommendation.

Proxy is a filter, not an assessment. The report comes in to Timbed, is read, and is held up against a single question: is there anyone in the company who should not see this?
If the answer is no, it goes straight on to the unit. If the answer is yes, that is said before the case reaches the wrong desk.
It is the cheapest way to put an impartial step into the chain. If you need the assessment of the case itself, WB Screening is the one.
Here too Timbed is an independent controller rather than a processor, and for the same reason: judging impartiality is an independent professional judgement.

- What is the difference between Proxy and Screening?
- The first step is the same: the report is read and assessed from outside. The difference is what happens next. Proxy passes it to the unit with a judgement on impartiality. Screening delivers the assessment of the case itself, with a report and a recommendation.
- Why not let the unit receive reports directly?
- Because a report may be about someone in the unit. With nobody outside to look first, there is nobody to catch it.
- What does it cost if no reports come in?
- Nothing. It is charged per case, not as a subscription.
